Tour of Chief Secretary accompanied by
Director General of Police & Secretary cum State Relief commissioner to
North Sikkim on 24/09/2012

Chief
Secretary, Director General of Police and Secretary cum State Relief Commissioner
visited Mangan, Chungthang and also made a Arial survey of the landslide and
flashflood affected areas of North district of Sikkim . The damage was enormous
in and around the area & especially along the access route from Gangtok to
Mangan & Chungthang & towards Lachen & Lachung. Approximately 80
landslides of various dimensions were noticed. Chief Secretary held a meeting
with the officers & staffs of Chungthang Sub Divisional Office, Army , BRO,
members of panchayat and others concerned and reviewed the current situation in
the area. The following issues were discussed
and directions were made accordingly:-
1. Concerned
was made for the availability of Diesel and petrol for which Chief Secretary
directed Army & BRO to meet the requirement
of petrol and diesel supply till further arrangements are made.
2. As yet electricity supply is being provided through
generators and the regular supply is expected to be restored within 7-10 days.
3. At present
the water supply is done through distribution by tankers and the concerned
Engineers are working for restoration of the regular supply within 4 days.
4. Presently
only mobile phone network is working and some of the areas has no coverage and
accordingly Chief Secretary directed the concerned for making availability of
network in all the areas. Satellite phones have been provided.
5. Taking
consideration of the damaged road connectivity, Chief Secretary directed BRO to
put all resources for opening of the roads for vehicular traffic at the
earliest and temporary diversions be made for smaller vehicles. This is being
taken up immediately. The present status
of the road are as under.
i.
Gangtok-
Mangan - May be
opened within 2 days.
ii.
Chungthang
Lachen - May be
opened in weeks time.
iii.
Chungthang-Lachung -May take more than 3 weeks to open
iv.
Huge slide at Lanthey Khola- May take about 3 weeks for smaller
traffic and more time for heavy traffic.
v.
To transfer the essential goods alternative arrangements to be
made
6. The buffer
food grains etc is available for at least a month. There is no shortage.
7. Chief Secretary
directed SDM Chungthang to carry out all relief & rescue operations
efficiently and to distribute Relief & Ex-Gratia to affected families.
8. The State
Govt. will approach Ministry of Home Affairs, National Disaster Management
Authority, Government of India to send central team immediately to assess the
damage and to provide financial support for rescue & relief.
9. At Mangan, Chief
Secretary had meeting with District Officials to assist the situation.
i)
Request was made to air drop the food materials at Toong, Naga.
The services will be made available tomorrow i.e on 24/09/2012.
ii)
District Administration suggested to send the team of Mines,
Mineral & Geology Department to assess the stability in Mangang &
Chungthang area . Chief Secretary assured that the team will be immediately
deployed.
iii)
Chief Secretary directed DC, North to take all measures for relief
& rehabilitation of affected families. Dc, North assured it.
The
situation is well under control.
10. As per the current
position the total casualties are about 20 nos with details as under:-
i)
Border Road Organisation 12
nos.
ii)
ITBP= 4
nos.
iii)
Hydel Projects. 3
nos.
iv)
Civilian 1nos.
Out
of 20 nos of casualties, 7 dead bodies have been recovered till now and 13 nos
are still missing for which the search and rescue operation is going on.
11. About 8
person were injured which have been air lifted to different hospitals for
treatment.
