Ministry of Urban Development
Highlights
· During 2009, the cities of Tirupati and Porbundar were added in the list of Mission Cities included in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), taking the number of Mission cities to 65.
· Under the Second Stimulus Package, purchase of buses for public transport was permitted under JNNURM during 2009 as a one-time measure. So far, a total of 15260 buses have been approved for 61 Mission cities.
· During 2009, the seven year allocation for Additional Central Assistance(ACA) for Urban Infrastructure and Governance (UIG) component was increased from Rs 25,500 crore to Rs 31,500 crore. Similarly, the seven year allocation for the Urban Infrastructure Development for Small and Medium Towns (UIDSSMT) component was raised from Rs 6400 crore to Rs 11,400 crore.
· Under the UIG component of JNNURM, 20 projects were sanctioned during 2009, bringing total number of projects sanctioned under the UIG component since inception (i.e. since 3rd December 2005) to 481.
· Overall progress made in implementation of the reforms at State level and Urban Local Body (ULB) level is more than 50% of the reforms committed till the fourth year.
· In compliance of 100 day’s agenda for the Government as stated in the President’s Address in 2009, (i) guidelines to facilitate the formation of City Voluntary Technical Corps through professionals in all Mission cities in the 7 areas of urban engineering, urban planning, urban poverty, urban governance, urban environment, urban heritage and financial services were issued and (ii) a Bill for reserving 50% seats for women in Urban Local Bodies was introduced in Parliament.
· During 2009, Service Level Benchmarks for E-Governance and for Urban Transport have been prescribed in addition to the Service Level Benchmarks for key areas of Municipal Functions that were laid down in 2008.
· Two new Schemes were launched in 2009 (i) the Asian Development Bank assisted North Eastern Region Urban Development Programme (NERUDP) covering Agartala, Shillong, Aizawl, Kohima and Gangtok and (ii) Scheme for infrastructure development in the satellite towns around the seven mega cities.
· The Delhi Metro Railways (Amendment) Act 2009 came into effect in September 2009, providing statutory safety cover for metro work in all metro cities of India.
· Under the Scheme of Capacity Building for Urban Local Bodies, during 2009, 13 Centres of Excellence (9 Centres of Excellence on Urban Development and 4 Centres of Excellence on Urban Transport) have been set up in various reputed Institutions.
Jawaharlal Nehru National Urban Renewal Mission (JNNURM) :
1.1 Implementation of projects
Twenty Projects have been sanctioned during the year 2009 with total approved cost of Rs. 2614.46 crore where the Additional Central Assistance(ACA) committed is Rs. 1255.25 crore. As on 30th October, 2009, an amount of Rs. 242.00 crore has been released so for.
A total number of 481 projects have been sanctioned under the Urban Infrastructure and Governance (UIG) component of JNNURM at a total approved cost of Rs. 52053.35 crore where the ACA committed is Rs. 24694.54 crore. An amount of Rs. 10075.92 crore has been released as ACA to various states and UTs. About 78% of UIG allocation (Rs. 31,500.00 crore) has been committed for the projects of various Mission cities. As on date 48 projects have been reported to have been physically completed.
1.2 Implementation of Reforms
The main thrust of the strategy of urban renewal is to ensure improvement in urban governance so that Urban Local Bodies (ULBs) become financially sound and the assets created are maintained properly. To achieve this objective, State Governments and Urban Local Bodies are required to accept implementation of an agenda of reforms. The proposed reforms broadly fall into two categories:
1. Mandatory Reforms
2. Optional Reforms
All the mandatory and optional reforms are to be implemented by the State/ULB/ Parastatals within the mission period from 2005 to 2012.
As a part of the Mission, the states and the cities have committed to a specific timeline for implementing the reforms within the Mission period. Since the launch of the Mission in December 2005, 63 cities (Recently a decision has been taken to include Tirupati and Porbundar as Mission Cities. With this total number of Mission cities goes upto 65) have signed the Memorandum of Agreement(MOA) to implement reforms.
Since the launch of the Mission in December 2005, significant progress has been achieved in triggering reforms in the urban sector across the country. So far, the overall progress made in implementation of the reforms at State level & ULB level, is more than 50% of the reforms committed till the fourth year. Maharashtra, Gujarat, Tamilnadu and Andhra Pradesh have shown good progress. Some of the achievements are 29 cities have migrated to double entry accrual based accounting system, 15 cities have achieved 85% coverage in property tax collection, 45 cities have internal earmarking of funds for services to urban poor and 20 States have taken steps to establish District Planning Committees.
1.3 Capacity Building and Training
Capacity building of city level elected representatives and staff of ULBs / para-statal organizations in the mission cities is recognized as a priority to take on the task of implementing projects and reforms under the Mission. As a part of this, the Mission Directorate undertook a Rapid Training Program (RTP) on three prioritized Modules namely Governance and Reforms, Supervision of Preparation of Detailed Project Reports (DPRs), and Project Implementation and Management. Six national level institutions were engaged to conduct these trainings at the cities, using mobile teams. A total of 107 RTPs were proposed, of which 97 training programms have been conducted in various cities. About 1800 ULB and parastatal staff, and over 2000 elected representatives from Mission cities participated in the RTP.
The next phase of capacity building would focus on comprehensive training need assessment of ULBs. The Mission proposes to support engagement of regional institutions for delivering training, based on the need assessment.
1.4 Programme Management Unit (PMU)
To strengthen the capacity of State Level Nodal Agency (SLNA) to effectively coordinate implementation of projects and reforms under Jawaharlal Nehru National Urban Renewal Mission, Ministry of Urban Development has proposed to support a Programme Management Unit (PMU) at the SLNA.
The financial support for establishing PMUs was initiated in June 2007. Based on proposals sent by the states the Mission Directorate has approved 19 PMUs of which, 10 states have established arid operationalized PMUs.
1.5 Project Implementation Unit (PIU)
The Mission Directorate is providing financial and technical support to establish Project Implementation Units (PIUs) at the municipal level, to enhance their capability to effectively implement projects and reforms under JNNURM. The PIU is meant to be an operations unit supplementing and enhancing the existing skill mix of the ULB, rather than a supervisory body.
The Mission Directorate has approved 45 PIUs of which 26 PIUs have established andd operationalized by the ULBs.
1.6 Independent Review and Monitoring Agency (IRMA)
IRMAs are agencies to be appointed by the states for monitoring of the progress of implementation of the projects sanctioned under the JNNURM so that the funds released are utilized in a purposeful and time-bound manner. The proposals of Kerala, Rajasthan, Madhya Pradesh, Uttarakhand, Maharashtra, West Bengal, Pudducherry, Andhra Pradesh, Gujarat, Assam, Tamil Nadu, Uttar Pradesh and Karnataka for appointment of IRMA have been approved by the CSMC. IRMAs have been established in Andhra Pradesh, Kerala, Madhya Pradesh, Maharashtra, Gujarat, Uttarakhand, Tamil Nadu, Uttar Pradesh, Karnataka and Rajasthan. The states of Bihar, Delhi, Nagaland, Haryana and Himachal Pradesh are in the process of appointing IRMAs.
For the states of Chandigarh, Jammu & Kashmir, Punjab, Mizoram, Meghalaya, Sikkim, Tripura, Arunachal Pradesh, Manipur, Chattisgarh, Jharkhand, Orissa and Goa, Ministry of Urban Development has initiated steps for appointment of IRMAs on behalf of these States.
CSMC has approved the selection of firms for appointment of IRMAs in these States and States have been intimated about the decision for entering into the agreement with the selected firms.
1.7 Peer Experience and Reflective Learning (PEARL)
The “Peer Experience and Reflective Learning” (PEARL) programme was launched to foster cross learning and knowledge sharing through networking among the Mission cities. To achieve this objective, the Mission supported formation of groups/networks amongst JNNURM cities having similar socio-economic profile and urban issues, along with natural affinity to peer pair. The National Institute of Urban Affairs (NIUA) has been appointed as the National Coordinator for the PEARL programme for coordinating the overall functioning of the networks, with an appreciation of the independent self driven nature of the networks, and assisting the Mission Directorate in supporting and monitoring the programme.
Under the programme, network of heritage cities have organized knowledge sharing workshops. A website has been made operational providing tools to support networking and knowledge sharing. NIUA has brought out a newsletter “PEARL Update”.
A workshop on heritage was held in Madurai on 2.2.09 in collaboration with CEPT, Ahmedabad. The first volume of Best Practices has been distributed and a National Workshop is planned in Hyderabad on November 6, 2009. The PEARL Update has also been issued in Hindi in August, 2009.
1.8 Credit Rating
JNNURM has undertaken an exercise for assessment of finances and credit worthiness of the Mission ULBs, through process of credit rating. This is intended to trigger the process of leveraging debt for JNNURM projects and to provide a platform for the ULBs and financial institutions to engage on issues related to project financing. Presently, 59 ULBs in the Mission cities have been assigned final rating and made public. Four workshops have been conducted for dissemination of ratings and bringing the ULBs in contact with the banks financial institutions.
The surveillance rating has been initiated in Feb 2009. The surveillance ratings will include, but will not be restricted to major developments since last rating, issues / concerns raised, by the rating agencies, during the first round of rating, and rationale for re-affirming /changing the ratings.
1.9 Programme Management and Evaluation System (PMES)
PMES has been developed as a comprehensive web-enabled Management Information System (MIS) which will serve to cover all the critical aspects of programme implementation. Intensive hands-on training for City as well as State level officials has been conducted to ensure effective use of the application. Further rounds of training have been planned and will be rolled out shortly. PMES is live for all States covering 52 Mission cities, training for which have been completed.
1.10 Public Private Partnership (PPP) initiatives
The Mission Cities have agreed to include promotion of PPP through appropriate policies and projects as a part of the reforms agenda. A number of States such as Andhra Pradesh, Assam, Bihar, Gujarat, Jharkhand, Karnataka, Kerala, Maharashtra, Orissa, Rajasthan, West Bengal, have adopted PPP policy. PPP cell has also been established by Andhra Pradesh, Assam, Gujarat, Karnataka, Punjab and West Bengal for promotion of PPP for infrastructure projects in their States. PPP initiatives have been taken by Indore, Vadodara, Pune and Ahmedabad for establishing City Bus Service.
1.11 Establishment of City Voluntary Technical Corp. (CVTC)
City Volunteer Technical Corps (CVTC’s) and City Technical Advisory Groups (CTAG’s) are voluntary groups of professionally qualified persons in the sectors of urban planning, urban governance, urban engineering, legal and financial services and urban poverty. Their setting up was being facilitated by the National Technical Advisory Group (NTAG) on request of the ULBs.
In the Hon’ble President’s Address to the Joint Session of Parliament in June 2009, facilitating of a voluntary Technical corps of professionals in urban areas through JNNURM to support city development activities was included in the 100 days agenda of the Ministry.
Accordingly, the Ministry has issued the guidelines to facilitate the formation of CVTC’s through professionals in all Mission cities in the 7 areas of urban engineering, urban planning, urban poverty, urban governance, urban environment, urban heritage and Financial Services.
CVTC’s expected role in the overall scheme of JNNURM includes:
a. Advice to city governance and management, team on enlisting community participation in service delivery;
b. Building poverty reduction programmes;
c. Ensuring transparency and accountability to citizens in programme implementation of JNNURM;
d. Help enlist involvement of citizens at grassroots level through Ward Committees, Area Sabhas, etc.
1.12 Community Participation Fund
A Community Participation Fund (CPF) has been established on 4.6.2007 by the Mission Directorate with the initial corpus of Rs. 100 crore with the provision of Rs.90 crore for the projects during the remaining years of mission period. So far 39 proposals under CPF have been approved.
1.13 National Mission Mode project (NMMP) on e-Governance in Municipalities as part of JNNURM
A Mission Mode Project on e-Governance in municipalities has been prepared by this Ministry to make urban governance more efficient and effective. Since local government is the first interface between citizens and government this initiative would solve a number of problems that the people in towns and cities are facing due to rapid urbanization. It would assist improved service delivery, decentralization, better information management & transparency, citizen’s involvement in government, improved interaction between local governments and its citizens as well as other interest groups like NGOs, CBOs, RWAs, etc. It has been decided that initially the scheme would be a part of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for 35 cities with population of over 10 lakh and a new Centrally Sponsored Scheme (CSS) for other cities and towns would be taken up after watching the implementation under JNNURM. Accordingly, the guidelines on NMMP on e-Governance in municipalities have been prepared and circulated to the States/ULBs for submission of DPRs. A meeting was held with the Principal Secretaries/Secretaries (UD) of States and Municipal Commissioner of cities selected for e-governance implementation on 30.7.2008 to discuss the issues relating to e-governance implementation and to expedite preparation of DPRs. Six projects on e-governance in Municipalities have since been approved for the city of Vijayawada, Nagpur, Kochi, Pune, Navi Mumbai and Ulhasnagar.
1.14 JNNURM Urban Strengthening and Transformation (JUST) Project [ Capacity Building for Urban Development -CBUD]
A World Bank assisted Capacity Building for Urban Development (CBUD) is being contemplated. It consists of US$ 60 million combining US$ 40 million for Urban Development component and US$ 20 million for Urban Poverty component in 20 participating ULBs which would implement at least two reforms covering financial management, planning governance, service delivery as well as poverty reducing strategies. The selection of the 20 ULBs would be done by the CSMC involving a mix from leading and lagging states using criteria for urban governance, provisioning of urban services and urban poverty.
Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) Scheme
Out of the total allocation of Rs.3279.69 crore for the year 2008-09 of which Rs. 2400.00 crore was provided during February 2009, Rs 2628.31 crore were released upto 31 March, 2009.
Ø 324 pending projects approved prior to December, 2008 were processed for release for 1st installment of Additional Central Assistance (ACA) on one town one project basis against the additional allocation of Rs. 5000.00 crore provided by the Planning Commission in February, 2009.
Ø Out of the allocation of Rs. 3082.82 crore for the year 2009-10, Rs 41.36 crore has been released to the States so far.
Ø A further 38 on-going projects have been processed and recommended for release of 2nd installment of ACA of Rs. 242.53 crore.
Ø Also, 39 projects in uncovered districts have been processed and recommended for release of 1st installment of ACA of Rs. 375.39 crore.
Capacity Building Scheme for Urban Local Bodies (CBULB)
In order to strengthen the capacities of Urban Local Bodies other than those towns and cities not covered under JNNURM and UIDSSMT, Ministry of Urban Development, Government of India has formulated a scheme viz. ‘Capacity Building Scheme for Urban Local Bodies’ (CBULB) having a total outlay for Rs. 125 crore for 11th Five Year Plan with the objective of setting up of centres of excellence in the field of urban development, strengthening of urban planning, project implementation and management, financial management, implementation of National Urban Sanitation Policy, municipal service delivery and implementation of municipal reforms related to property tax, accounting, e-Governance and Public Private Partnership. Under this scheme, financial assistance is being extended to Identified Institutions/Cities/States for aforesaid objectives. At present, Ministry of Urban Development has received proposals from Madhya Pradesh, Orissa, Maharashtra, Kerala and Karnataka Governments for financial assistance under CBULB scheme.
Centres of Excellence
The Ministry of Urban Development, under its Capacity Building of Urban Local Bodies Scheme, has in March 2009 set up 13 Centres of Excellence (9 Centres of Excellence on Urban Development and 4 Centres of Excellence on Urban Transport in reputed academic and research organizations like IlTs, llMs etc. across the country with the aim to strengthen capacity building measures, promote awareness, research & training in priority areas. These Centres of Excellence seek to address urban development issues at national, state and local levels and will provide support to state and local government in key areas of urban development. The Centres of Excellence have been set up in Administration Staff College of India, JIM Bangalore, lIT Chennai, lIT Guwahati, etc. A review workshop of these Centres of Excellence was conducted under the Chairmanship of Shri S.Jaipal Reddy, Hon’ble Minister for Urban Development on 26.10.2009. Shri Arun Maira, Member Planning Commission was also present.
Urban Transport
Ø Under the second stimulus package announced by the Government on 2.1.2009, it has been decided that States, as a one time measure upto 30.6.2009 would be provided assistance under the JNNURM for the purchase of buses for their urban transport systems. Accordingly under the scheme launched by the Ministry of Urban Development, a total of 15260 buses have been approved for 61 JNNURM cities at a total cost of Rs.4723.94 crore out of which total admissible Central Assistance would be Rs.2088.05 crore.
Ø Government of India has approved Chennai Metro Rail Project for implementation of the rail-based mass rapid transit system covering a length of 45.046 kms. in two Corridors at a completion cost of Rs. 14600 crore. Through a Joint Ownership arrangement between the Government of India and the Government of Tamil Nadu. Approval Ordesr issued on 18.02.2009.
Ø Extension of Banglore Metro Rail Phase-I from Yeshwanthapur to Hesaraghtta Cross on the northern side of the North-South Corridor and from RV Road Terminal to Puttenahally Cross on the southern side of the Nort-South Corridor was approved on 30th January, 2009.
Ø Extension of the alignment by about 900 m and shifting of Howrah Terminal point to Howrah Maidan and dropping of Bowbazar Station of East West Metro Rail Project, Kolkata was approved on 19th Febuary,2009.
Ø The Metro Railways (Amendment) Bill, 2009 has come into force w.e.f. 7.9.2009 by issuing the Gazette Notification on 7.9.2009.
(a) In exercise of the powers conferred by sub-section (3) of section 1 of the Metro Railways (Construction of Works) Act, 1978 (33 of 1978), the Central Government, after consultation with the concerned State Governments extended the Act to the National Capital Region, Bangalore, Mumbai and Chennai Metropolitan area w.e.f. 16th October, 2009 through Notification.
(b) In exercise of the powers conferred by sub-section (2) of section 1 of the Metro Railways (Operation and Maintenance) act, 2002 (60 of 2002), the Central Government, after consultation with the concerned State Governments extended the Act to Bangalore, Mumbai and Chennai metropolitan areas w.e.f. 16th October, 2009
Ø A Central Sector Scheme for Capacity Building in Urban Transport Planning in all cities in line with National Urban Transport Policy for promoting improved knowledge and capability to undertake comprehensive urban transport planning and implementation for resolving urban transport problems, capacity building programme has been approved by the Ministry of Finance.
Ø Yamuna Bank to Noida City Centre Line of Delhi Metro of length 13.1 Kms. with 4 Metro Stations in Delhi and 6 Metro Stations in Noida, UP was inaugurated by Hon’ble UDM alongwith Hon’ble Chief Minister of Delhi on 12.11.2009.
Ø World Bank-GEE assisted project on Sustainable Urban Transport Project has been approved by the World Bank’s Board for loan and GEF amount. The Participating cities included in the Project are Pune, Pimpri-Chinchwad, Naya Raipur, Jalandhar, Mysore and Indore.
Ø National Urban Transport Policy (NUTP) envisages holding of annual transport conferences to bring together the urban transport professionals to share their experiences, exchange of information and learn from development and experiences abroad. Accordingly, Annual Conference on ‘Urban Mobility India 2009’ was held from 3 to 5 December, 2009 at India Habitat Centre, New Delhi which was attended by Secretary, Principal Secretaries of States Government/UTs, Mayors, Municipal Commissioners, representatives of States Transport Corporation, Consultants and Technical Institutions, as well as technical experts from Abroad. During the Conference the Awards for Excellence in Urban Transport were also given to the following :-

Workshop on Introduction of Service Level Benchmarking in Pilot Cities
A Workshop on Introduction of Service Level Benchmarking in Pilot Cities was organized on 6th February, 2009 at Vigyan Bhawan Annexe, New Delhi in partnership with Water sanitation Programme-South Asia (WSP-SA). The Workshop was attended inter-alia by state level Urban/ Water Supply and Sanitation, Public Health Engineering Departments and officials from 22 cities (Ahmedabad, Rajkot, Pimpri-Chinchwad, Kolhapur, Nasik, Tiruchi, Chennai, Hyderabad, Guntur, Imphal, Calicut, Trivandrum, Chandigarh, Bhubaneswar, Berhampur, Bangalore, Bhopal, Indore, Ujjain, Jalandhar and Delhi).In addition, representatives from partner organizations (Japanese International Cooperation Agency(JICA), German Technical Cooperation (GTZ), Department for International Development (Dfid), Centre for Environment Planning and Transport (CEPT) and Public Record of Operations and Finance (PROOF) also participated.
North Eastern Region Urban Development Programme- Phase-I
In order to fast track development of capital cities in the North East, the Government of India approved the Asian Development Bank (ADB) assisted North Eastern Region Urban Development Programme Phase-I at an estimated cost of Rs.1371.4 crores on 26.02.2009. The programme will be implemented over a period of 6-7 years and will cover the cities of Agartala, Shillong, Aizawl, Kohima and Gangtok. The programme shall support infrastructure components related to water supply, sewerage and solid waste management. In addition, the programme also caters to institutional and capacity development.
100 MLB Capacity Desalination Plant at Nemmeli near Chennai
The Government approved in January 2009 the proposal for setting up of a 100 MLD capacity Sea Water Reverse Osmosis Desalination Plant at Nemmeli near Chennai at a total cost of Rs. 908.28 crore, out of which Central Assistance as a grant to the extent of Rs. 871.24 crore would be required to be released to the State Govt. of Tamil Nadu over the financial years 2008-09 and 2009-10. So far Rs 300 crore of Central assistance has been released.
Urban Schools Sanitation Initiative
Ministry of Urban Development, Government of India in collaboration with GTZ (German Technical Cooperation) and CBSE (Central Board for Secondary Examination), Ministry of Human Resources Development, Government of India launched the Urban Schools Sanitation Initiative on 26.2.2009, at Silver Oak, India Habitat Centre as a part of the National Initiative on Urban Sanitation. The purpose of the initiative is to sensitize children in schools to various aspects of sustainable development.
Amendment to Article 243T of the Constitution to provide 50 percent reservation for women in Urban Local Bodies
The Constitution (112th Amendment) Bill 2009 to provide for 50% reservation of women in Urban Local Bodies was introduced in the Lok Sabha on 24.11.2009. Through this Bill the Government of India seeks to increase the representation of women from the present level of one-third to 50 percent which would also include enhancement of reservation for women upto 50 percent in seats reserved for Scheduled Castes, Scheduled Tribes, and 50 percent reservations for women in the posts of Chairpersons. This would result in increased representation of women and is likely to yield significant benefits in terms of higher priority to women’s issues in critical areas of urban Governance and service delivery such as water supply, sanitation, solid waste management, education and health etc.
