In a glimmer of hope for six hydel projects in North Sikkim with a projected generation capacity of 1047 MW, the union ministry of environment and forests (MOEF) has sought complete technical data for consideration of its earlier decision to put them on hold.
Complete technical data from a competent resource should be furnished for further consideration of its decision to stall six proposed hydel projects in the Chungthang Valley in North Sikkim, MOEF additional secretary J M Mauskar has demanded in a letter to the state government, official sources said.
The state government had written to the MOEF last month urging it to review its decision to withhold the six hydel projects.
It had stated that the developers would take utmost care of the concerns raised by the Centre for the Inter-disciplinary Studies of Mountain and Hill Environment (CISME) report on the carrying capacity of the Teesta river.
The state government urged the MOEF to grant permission to the developers to go ahead with investigation into the detailed project-specific information for critical examination by the state and the Centre to assess environmental impact of the hydel projects.
The state government had said that the authorities had the option to take a decision on the hydel projects at any stage after investigation.
Only those projects found to be viable from geo-technical and hydrological angles and were environmentally sustainable should be allowed to be developed, the state government had said in its plea to the MOEF.
The state government had assured that it would provide concrete measures and pragmatic strategy to preserve the environmental sensitivity of Chungthang Valley and put in place adequate environmental protection measures.
Making a case for the viability of the six hydel projects, the state government also questioned the contention of the CISME report about the availability of ‘little geological information from the area and the region being prone to landslides´.
It said the report did not substantiate the arguments.
The Chungthang valley represents a stable geological domain, the state government claimed while seeking to nullify the contention of the CISME report that it was geologically sensitive located in a young Himalayan mountain range.
The MOEF had directed the state government two months ago to stall construction at the six proposed hydel projects (Teesta Stage I - 280 MW), Teesta Stage II (330 MW), Lachen (280 MW), Lachung (99 MW), BOP (99 MW) and Bimkyong (99 MW)

WHITE PAPER ON SIKKIM HYDRO POWER SUBMITTED
‘Set up separate bodies for Sikkim hydro power development’
GANGTOK:30 July 2009:
A White Paper prepared by an expert agency recommends setting up two nodal bodies - Sikkim Hydro Power Corporation Ltd (SHPC) and Sikkim Transmission and Distribution Corporation Ltd (STDC), to better harness the state's projected capacity of 80 00 MW hydro energy.
The document, prepared by New Delhi-based agency Entecsol Internation presented in the state legislature on Thursday suggests the government entrust the task of management and supervision of the existing hydro power projects to SHPC.
The nodal agency should be the sole agency for the sale of power generated by its own plants, the state's share of power from the central pool and the free power on account of royalty, cess and local area development, the report said.
Similarly, the report says the state should consider setting up another nodal agency -STDC - for management of the existing and proposed transmission and distribution system. It says it is essential to have a dedicated entity for developing new transmiss ion lines for release of the generated power from the plants to the pooling point.
The paper further says the two proposed agencies should be run like corporates.

ALSTOM AWARDED 265 CRORES LANCO PROJECT IN SIKKIM
Rs. 265 crores Teesta VI hydro project for APIL

Alstom Projects India Ltd (APIL) yesterday announced that it has been awarded the Rs. 265 crores project of Lanco Infratech Ltd for installation of a new power plant on Teesta River in Sikkim.
The electricity output of this new 500 MW plant will be connected to the country’s power grid, informs a press release.
Within the scope of this contract, Alstom Hydro will supply 4 x 125 MW Francis turbines and generators, as well as the main inlet valves and control and protection systems. The contract also includes design, engineering, erection, testing and commissioning.
The order will be fully executed by Alstom’s hydro facility in Vadodara, India, with the project scheduled for completion by 2013.
“We are extremely proud to have received this prestigious order; which will help to meet the growing power demand in the country. India is an important market both in terms of local demand and as a manufacturing base for our global needs. This order consolidates Alstom’s leadership position in India’s Hydro sector; as we display our prowess of executing the full project locally”, said Emmanuel Colombier, Managing Director & Vice Chairman, APIL.
Among the hydropower plants Alstom is currently installing in India are Lower Jurala (6 x 40 MW Bulb & generators), Chamera (3 x 77 MW Francis and generators), Uri-II (4 x 60 MW Francis), Chuzachen (2 x 55 MW Francis) and Subansiri (8 x 250 MW Francis and generators).
It may be added here that APIL is a majority owned subsidiary company of Alstom SA France – the global leader in power generation and rail infrastructure.
In India since 1910, Alstom is one of the oldest companies in the country employing close to 4000 people with a software technology facility at Bengaluru, four manufacturing units (for Hydro in Vadodara, Boilers in Durgapur and Shahabad and for transport at Coimbatore).
Alstom in India offers a composite range of equipment and services related to power generation for utilities and industrial users, transportation systems covering traction, signalling and train control for the railways and energy management for a variety of industries. SIKKIM: New steel bridge for Lanco project
GANGTOK, July 07: A spanking new 135 metres steel bridge of Lanco power project over the Teesta River at Tarkhola was thrown open for traffic today by SK Mittal, CEO of Lanco Energy ltd.
The new bridge connects the power house site and tunnel site of Lanco Energy Ltd which is developing a 500 MW hydel power project in the area.
Earlier, the existing Bailey bridge had been washed away by a rampaging Teesta on May 27. The River had also washed away the materials of the bridge.
Since the washing away of the bridge, works had begun for a new strong bridge in the site by local contractor MP Agarwal of Namchi. The new 135 metres steel bridge has been constructed in record time
