2010-11 YEAR OF TOURISM IN SIKKIM

DRAFT PLAN FOR ‘YEAR OF TOURISM 2010’ PREPARED
Thirteen tourism festivals proposed in 2010-11

GANGTOK, June 23: A tentative blueprint has been charted by the Sikkim Tourism Department to have year round activities for its most ambitious project, ‘2010 – Year of Tourism’.
Thirteen tourism festivals have been proposed in the draft plan during 2010 and upto February 2011.
The State Government has already declared last year that the year 2010 will be celebrated as the ‘Year of Tourism’ with an objective to reinforce the image of Sikkim as premier tourism destination in the nation besides strengthening the village tourism in the State. The government is also seeking to have a 30 percent increase in the tourism inflow during the ‘Year of Tourism 2010’ celebrations. Around 5 lakhs tourists have already visited Sikkim in 2008-09.
With this objective in mind, the State tourism department has drafted a tentative itinerary that proposes to host tourism related activities throughout the year 2010. The department is presently engaged in coining an appropriate slogan for the upcoming Year of Tourism. The slogan once finalized will be used a brand name of Sikkim Tourism for the 2010 campaign.
The advance action plans being mulled presently are finalizing service providers to wide publicity, market and publishing publicity materials. Meetings and action plans with all the stakeholders like Travel Agents Association of Sikkim (TAAS), Sikkim Association of Adventure Tour Operators (SAATO), Sikkim Hotel Restaurants Association, transport agencies and village tourism development committee is will also be held as part of the advance action plans of this year.
The other advance action plans are publishing Sikkim tourism bulletin, State Tourism Master Plan along with Uttarey Master Plan, State Tourism Policy, garbage bags distribution and management besides management of Saramsa Garden along with permanent traditional food stalls, handicraft stalls, flower stalls and cultural programmes. Strengthening of accommodation, hotels, home stays and village tourism along with all tourism related services are included in the advance action plans of the State tourism department.
During the tourism year celebrations, the State government is keen to enforce discipline in overall tourism sector here.
The draft plan has proposed that the ‘Year of Tourism 2010’ will kickstart from March-April with ‘Sikkim Discover Festival’ followed by Rabong Discover tourism festival, Aritar tourism festival and Temi-Tarku Ram Nauvami festival.
The month of May will see the hosting of International Rhododendron Festival (IRF) 2010 at Shingba Lachung in North and Varsey in West Districts. The rhododendron festival has been proposed to be held on May 3 and will continue up to May 20. In this month, the Hee-Bermoik Cultural Heritage Festival in West Sikkim will also be held.
The ‘World Environment Day’ which falls on June 5 will be celebrated by the State tourism department in a grand manner along with all stakeholders and tourists. The rainy month of July will see plantation drives in all the tourist destinations of the State by the tourism department and stakeholders. Tourists will also be encouraged to plant saplings in the tourist destinations. Conferences, workshops, seminars and meetings will also be conducted.
A monsoon festival will be held on August 5 at Tharpu in West Sikkim.
In the next month of September, the department is proposing to have a two day ‘World Tourism Day’ celebrations where eco-adventure, camping, village tourism and home stay activities will be organized.
The festival month of October will have two more festivals. The department has proposed to celebrate Dasia as a tourism festival while Namchi Mahotsava will also be conducted in this month.
The month of November will have conferences, workshops, seminars and meetings on tourism related themes. Three tourism festivals have been included in the month of December – Magan Music Festival, Khangchendzonga Festival at Pelling and Gangtok Winter Festival.
The 2010 year will be signed off with a grand New Year celebration in January 2011 followed by Maghey Sankranti Mela at Jorethang. A tourism festival at Yuksom is proposed in the month of February 2011 while a State flower show at White Hall complex in Gangtok has been proposed in the month of March 2011 thereby brining the curtains on the Year of Tourism.

Why 3G? All mobile phones make voice calls well butmost struggle with data, especially the heavy stuff—file downloads, big emails, graphics, video. That’s where 3G comes in. A 3G phone will do file or video downloads much faster than your current mobile phone

3G, or third generation, is a group of technologies that allows much faster speeds than the older GSM mobile phone system we mostly use today, informally called 2G. It isn’t one standard, but a family of technologies that allow fast wireless connections over a large area, including CDMA2000 (the 3G variant of CDMA), UMTS (universal mobile 14 16 en years after the birth of 3G, it’s finally here. For now, though, if you need fast data access on the go, you can buy high-speed data cards or plug-in USB modems from Reliance and Tata Indicom. They don’t like to call them 3G so as not to upset the government, which hasn’t allowed private players to offer 3G services yet. So they use names such as Photon+, and offer “up to 3 Mbps” download speeds. But they’re 3G all right. They can’t sell it for phone handsets yet, though—just for data cards

What you can do with it Once you have a 3G phone and service, , y - t - n e o d you can, for starters, use data services together with voice calls (with your old GSM services, you can’t do both at the same time: When you make a call, your data connection is put on hold, and email downloads and other data activity suspended while your call is on). And 3G is fast enough for IP telephony, so you can make cheap long-distance calls

Second, your normal data activity speeds up with 3G—email and browsing, which are slow on a GSM mobile, be come crisp and snappy. You’ll be able to go to watch YouTube videos, which you can’t do on a GSM GPRS connection. A good way to get a flavour of what it feels like is to switch on Wi-Fi, if your phone supports that. Then connect to your office or home Wi-Fi network and try browsing, viewing YouTube videos, etc

It’s quick, like you’d expect on a PC with a broadband connection. That’s how it will be with 3G

Then you can make a video call with someone else who has a 3G phone and service. That’s a phone call where you can see the caller over live video. Each phone should have 3G webcam, which is really a low-resolution, front-facing camera
And you can buy a 3G card or USB mo- dem—even today—to plug into your laptop, to speed up your browsing on the go

When? When? When? If you’re tired of hearing about how good 3G’s going to be, future tense, I don’t blame you. 3G is 10 years old. The ITU (International Telecom Union) defined the set of standards called IMT-2000, informally called 3G, in 1999, to allow for future growth, bandwidth and diverse multimedia applications

For now, there’s 2.5G. You probably al- 13 15 ready have it, if you subscribe to GPRS data. 2.5G is a bit faster than 2G...and a stepping stone to 3G. Plain old GSM, or 2G, is too slow for data, working at a so last-century 14.4 kbps. But the commonly available GPRS or EDGE service which, like 3G, is a packet-switched technology, is faster. EDGE claims speeds of 144 kbps (though you can actually expect about half of that). On the CDMA side, there’s CDMA2000 1x, also “nearly 3G”.

But 3G is much faster

What’s next? 4G? Yes, and it’s already on the cards. The fourth generation of mobile tech is expec- 14 16 ted to be based on IP, the same standard powering the Internet, with integrated facilities such as voice, data and streaming multimedia—and much faster speeds, exceeding 100 Mbps

4G will make way for the next generation of services, such as high-quality video (including HDTV). And it won’t distinguish between voice and data. Everything will run on IP, using a new address system called IPv6

Just as 3G isn’t one standard, 4G too is a family of standards. The difference is that they are intended to be interoperable, with “smooth handoff across networks”.Whichmeans that if you’re travelling down the highway watching a movie online on a particular service provider, and you move into an area where the signal’s weak, your video viewer will look for another, different service and smoothly hand over to that service without interrupting your video, while you move at 60 miles an hour

SIKKIM- SOLAR ECLIPSE ON JULY 22,2009

After 221 years, people of Sikkim & NORTH BENGAL will get to see a total solar eclipse exactly a month from today. They will have to wait for a similar chance for another 114 years.

“It will be a rare occasion for residents living in this part of the country to witness all the phases of the eclipse — right from partial phase to the diamond ring, corona and back to the partial phase. The entire process will continue for more than two hours,” said Debasis Sarkar, the secretary of the Sky Watchers’ Association of North Bengal, here today.

“North Bengal had last witnessed such a total eclipse on June 4, 1788 and will again get the chance on May 14, 2124. It is an exceptional opportunity to see this astronomical phenomenon, visible on the eastern hemisphere of the Earth this time. If we consider Hashmi Chowk as the central point of Siliguri, the eclipse can be seen there from 5.30am.”

According to Sarkar, the moon’s shadow that will form the eclipse will begin from the Gulf of Khambhat. It will reach Surat and criss-cross central India, covering Indore, Varanasi, Bhopal and Patna, before reaching SIKKIM & north Bengal.

Malda and Balurghat in north Bengal will also miss the totality. “We, however, have the risk of an overcast sky in Siliguri and Sikkim which can ruin the viewing,” a member said

NEW DELHI: All Sikkim villages to have telephones, internet soon: Pilot



Gangtok, June 22 (IANS) Union Minister of State for Information Technology Sachin Pilot Monday said Sikkim has potential to emerge as an IT and BPO hub and assured that all 450 villages in the state will have telephone and broadband connectivity soon.

“The exchanges in all the villages of the state’s 26 blocks will be brought under the telecom and broadband network soon,” Pilot told IANS here.

At present, 50 percent of the villages have telecom and broadband connectivity provided by the state-run Bharat Sanchar Nigam Limited (BSNL) and private operators.

“Sikkim has a lot of IT potential and BPOs can flourish here, generating employment. Thus we have to connect each hamlet with mobile and land line connectivity as soon as possible,” Pilot told IANS.

He said by Aug 15 all 162 telephone exchanges within the state will be made congestion free.“Sikkim is a very important state for us because of its strategic location. The government of India wants to harness the potential here and developing Sikkim is a big priority for us,” he said after a meeting with officials of the postal department and BSNL.

Gangtok: Former advocate general SP Wangdi was today sworn in as a judge of the Sikkim High Court.

Governor BP Singh administered oath of office to Justice Wangdi as a function held at Raj Bhawan here.

Chief minister Pawan Kumar Chamling and Sikkim chief justice AH Saikia attended the swearing in ceremony of the newly appointed judge.

With the appointment of justice Wangdi, the strength of the Sikkim High Court bench rose to three. (PTI)

The Himalayas stretches across six nations, i.e. India, Bhutan, China, Nepal, Pakistan and Afghanistan. It run west to east from the Indus river valley to the Brahamaputra river valley. Thus it forms a long arc of 2400 kms. The Himalayan chain consists of three parallel ranges. They encompasses a very large number of glaciers. Siachen is notable among them, the largest in the world outside the polar region. Some of other more famous glaciers include Gangotri and Yamunotri in Uttarakhand, Nubra, Biafo and Baltoro in Karakoram region, Zemu in Sikkim and Khumbu glaciers in Mount Everest region.

Glaciers are formed during the natural system of snowfall accumulation in the high peaks, where it turns into ice. Excessive snowfall or evaporation respectively increase or decrease the mass of glaciers. The phenomenon is cyclic. Here are some notable peaks in the Himalayas.

3 G SERVICES IN SIKKIM BY 15TH AUGUST 2009

Bharat Sanchar Nigam Limited (BSNL) is to launch 3 G services in Gangtok by 15th of August, 2009.This was announced by the Union Minister of State for Communication & Information Technology Shri Sachin Pilot in Gangtok yesterday. Announcing the extension of 3 G services to other three districts within 100 days, the Minister said, BSNL would increase its broadband strength to 30 GB PPS to improve services in Sikkim. All the 26 blocks in the State would be covered by broadband services within 100 days. After review meeting with BSNL, Postal Department and State I&T in Gangtok, the Minister said, traffic congestion in mobile services in twenty one sectors of the State would be removed by 15th August, 2009 on account of improved quality of service by BSNL. Underlying the importance of Sikkim state, Shri Pilot added that special measure has been taken to improve the quality of services in North East through communication and information technology, with specific emphasis to Sikkim. It is a difficult terrain and the ministry would support the efforts to improve information and technology in Sikkim, as it would increase opportunities for the talented youth.

100 DAYS AGENDA FOR NORTH EAST

100 days agenda for Ministry of Development of North Eastern Region

The Ministry of Development of North Eastern Region was set up as a Department on 5.9.2001 and was upgraded as a full-fledged Ministry on 27.4.2004 to sharpen focus on the Development of North Eastern Region.

The Major functions of the Ministry include matters related to the planning, execution and monitoring of development schemes and projects of the NER including those in the sectors of Power, Irrigation, Roads and Communications. The Ministry of DoNER is also mandated to coordinate with various Ministries/Departments primarily concerned with the development and welfare activities in the NER. The Ministry is expected to provide necessary impetus to accelerate the process of the development of the Region.

The important areas which have been identified for initiation of action for development of NER during first 100 days are as under:-

(i) Non-Lapsable Central Pool of Resources

Under the existing procedure processing of projects proposals, preparation of DPRs and sanctioning of projects take considerable time. Therefore, the existing guidelines for sanctioning these projects are being revised so that new projects could be sanctioned within 45 days of the submission of the DPRs. Arrangements are being made for processing of DPRs in the Ministry itself by creating its own Technical Wing. Specific action plans are also being prepared for completion of all ongoing projects.

(ii) Enhance connectivity in the NER

The major reason for the backwardness of the region is its inadequate connectivity with the main land. As part of NE Vision 2020, preparatory work for the master plans of connectivity for the NE Region was initiated. Now, the concerned line Ministries would be impressed upon to firm up and finalise the master plan and prepare action plans within 100 days for enhancing connectivity in the NER in the following sectors:-

· Roads, Railways, Airways, Waterways and Telecommunication.

(iii) Implementation of projects included in the Budget Speech of Finance Minister, 2008-09

During his Budget Speech for the year 2008-09, the Hon’ble Finance Minister made provision of Rs.500 crore for implementing specific infrastructure developmental projects in the NER. Selection of projects and preparation of DPRs would be completed covering all 8 NE States within first 100 days.

(iv) NER Vision 2020

For the speedy development of the NER, North Eastern Council and Ministry of DoNER have prepared NER Vision 2020 document. For implementing the recommendations contained in the Vision document, various Thematic Groups were constituted for preparing specific plan of action. It is endeavoured to complete the plan of action for all sectors. Further, the concerned Line Ministries would be requested for initiating action for implementation.

(v) Expansion of North East Region Community Resource Management Project (NERCROMP)

Implementation of this project enhanced the earning capacity of the people in the specified areas where it was implemented. The scope of the project would be expanded to cover more villages in existing districts and additional districts by associating Public Sector Undertakings of the Ministry viz. NEHHDC, NERAMAC and NEDFi. The project proposal would be prepared and submitted to the Planning Commission within first 100 days.

(vi) North Eastern Rural Livelihood Project(World Bank funded)

North Eastern Livelihood Promotion Society has already been registered for implementing this Project to be funded by World Bank. We shall endeavour to complete other preliminary activities for recruitment of key personnel and conduction of studies and surveys for implementing the projects within 100 days. The Public Sector Undertakings of the Ministry viz. NEHHDC and NERAMAC would be revamped and would be associated for implementing the project to provide linkages to the economic activities generated through the project.

(vii) Look East Policy (LEP)

Under Look East Policy, the Ministry makes efforts to showcase the strengths of North Eastern Region to the neighbouring countries to attract foreign investment for setting up new industries, to boost tourism and for expanding trade. In pursuance of these objectives, an action plan for next 5 years will be prepared during the first 100 days.

(viii) 10& GBS Utilization by Non-exempted Ministries.

50 Non-exempted Central Ministries/departments are earmarking 10% of their Gross Budgetary Support for NER. The Ministry shall strengthen the monitoring mechanism to ensure that these Ministries do spend 10% of the GBS in the North Eastern Region.

(ix) North Eastern Development Finance Corp Ltd(NEDFi)

NEDFi would enhance disbursement of loans to the extent of Rs.100 crore during the current year. NEDFi would endeavour to broad base its activities by opening new branch at Silchar and Representative Offices in Goalpara District in Assam and Arunachal Pradesh in the first 100 days.

(x) North Eastern Handicrafts and Handlooms Development Corporation Ltd (NEHHDC)

The Board of the Corporation would submit a package for restructuring and revival of the Corporation.

(xi) North Eastern Regional Agricultural Marketing Corporation Ltd (NERAMAC)

A detailed restructuring plan will be prepared for enhancing the capacity of the Corporation to procure fresh produces. NERAMAC, shall also endeavour to set up a cashew processing plant of 4 TDP capacity at Mankachar in Assam.

The Association of Old Settlers of Sikkim thanks Hon’ble Chief Minister of Sikkim for taking up the issue of exemption from Income Tax to Left Out old residents of Sikkim including old business community, with the Prime Minister of India Dr Manmohan Singh on 20 June 2009 at New Delhi.

As per news appearing in the Press, Chief Minister highlighted the demand for grant of Income tax Exemption to the old residents of the State who were inadvertently left out in the past , with the Prime Minister.

In the past also Hon’ble CM in his first press conference after forming the government for the fourth time promised that the first task of the New Government will be to work for getting Income Tax exemption for the left out old residents including old business community.

It is pertinent to note that Sikkim Democratic Front had passed a resolution No 4 at Rangpo Mahasammelan last year wherein it was promised that the Government led by SDF will work towards getting I T exemption to Old settlers of Sikkim. The said resolution was brought by Hon’ble Minister Shri N K Pradhan and was welcomed by all and adopted as people’s resolution.

Dr Pawan Chamling, President, Sikkim Democratic Front in its election manifesto 2009 had been kind enough to promise protection and respect to the Old Business Community of Sikkim:
“The SDF Government has given respect and justice to the old business people of Sikkim along with the rest of the Sikkimese communities. This community which has contributed a great deal to the overall development of Sikkim has been recognized for the first time by our Government. They have also been given a proper business environment to flourish in a democratic manner and set up. They had been given dignity, respect and rights to live and practice their business in the State. We will continue and ensure that our business community members receive this respect and positive business environment. In addition to other facilities and rights provided to our business community it is the SDF government which has for the first time provided higher education facilities (Quota) for their children. This will also continue. They do not have to face any obstruction, disrespect or difficulty in carrying on their business and exercising their fundamental rights”.

Pursuant to the enactment of the Finance Act 2008, finding themselves out of place in the Sikkimese Society, these settlers have been continuously representing before the Government the need to include them for exemption of Central Income tax with their other Sikkimese brethren.

Taking due cognizance of this fact, Dr Pawan Chamling has honoured the sentiments of these people by resolving in the SDF manifesto 2009 as hereunder:

“While protecting this achievement of securing exemption from the Central Income tax, our Government has not lost sight of the genuine demands of the old business communities, old residents and old government employees, both State and Centre. Our government is seized of this problem and we are going to strongly plead for equal rights of the old business community of Sikkim.” ( SDF Manifesto- page 16)

Dr Pawan Chamling has appreciated that indeed there is a problem and this small section of old business community also has the right to its share of happiness and declared … “Our business community has contributed immensely toward the overall development of our State. This has been made possible by their hard work in an atmosphere of peace and security which has been provided by our Government. Their hard work has been recognized by our Government and citations and awards have been given to several prominent and old citizens of the community. We will continue to adopt the same policy and shall protect their interest in the State. We have passed a resolution for exempting them from Central Income tax for the old business community. Our SDF party has also ratified this stand with the support of the people of Sikkim.” (SDF Manifesto-Page 12-13)

NATHU LA DISCUSSED AT DELHI MEET BY HCM SIKKIM

Dr Pawan Chamling-Chief Minister of Sikkim met the Union Minister for Parliamentary Affairs, Shri P.K. Bansal on 19th June 2009. After the exchange of pleasantries, they discussed issues of development in the State.

Dr Chamling apprised Minister about the Nathu la trade deadlock.

The Union Minister agreed that the Nathula trade list should be revised so that commercially viable items could be incorporated for the present day trade transaction.

The Chief Minister apprised the Union Minister that the State Government has already approached the Central Government regarding the same.

SIKKIM ONLINE GAMING TAX FROM JULY 1, 2009

GANGTOK:22 June 2009

The Sikkim Online Gaming (Regulation) Act which seeks to tax online gaming in electronic and non-electronic formats will come to force from July 1 this year.

The State finance secretary has been appointed as the Authorized Officer for the objectives of the Act.

Online gaming through electronic or non-electronic formats will be taxed in order to generate revenue for the State with the implementation of this Act.

The Sikkim Online Gaming (Regulation) bill had been tabled by Chief Minister Pawan Chamling last year in June in his capacity as the finance minister. The bill which was passed by the House seeks to provide for the control and regulation of online gaming through electronic or non-electronic formats and to impose a tax on such games in the state.

policy on medical advances in Sikkim notified

A number of applications are submitted to the Hon’ble Chief Minister for medical advances by members of the public as well as Government employees for cases referred outside the State for medical treatment.

The medical advances so requested fall within the ambit of sanctioning powers of the Hon’ble Minister, Health Care, Human Services and Family Welfare Department.

In order to ensure that unnecessary inconvenience is not caused to the public and the Government employees and also to avoid delays, it is hereby notified for the information of the general public as well as Government employees that all such cases of medical advances, as are within the financial power delegated to the Minister, shall henceforth be disposed off and sanctioned at the level of Hon’ble Minister, Health Care, Human Services and Family Welfare Department.

NOTIFICATION



The Government of Sikkim hereby constitutes a One Man Administrative Reforms Commission with the following composition:-

II. The Administrative Reforms Commission is constituted with the following objectives:

1. To bring about substantial, measurable and comprehensive improvements in the performance levels of the administrative machinery at the disposal of the Government of Sikkim and to enhance effectiveness, efficiency and responsiveness of the delivery systems at all levels.


2. To formulate recommendations with respect to each of the areas of Governmental activity, calculated to achieve all round improvement in the apparatus along with strategies and programmes for implementation.


III. The terms of reference of the Commission shall be as follows:

1. Study in detail current practices and procedures in each of the department of the Government of Sikkim and the field offices and suggest reforms wherever required.

2. Examine the legal and administrative regulations, rules and executive orders as well as operation procedures and suggest modifications wherever required.

3. Assess the employment of technology for all operations.

4. Assess the methodology for decision-making and implementation of Government’s policies.

5. Prepare a detailed report covering each of the areas of Governmental activity to achieve.

(a) Simplification of procedures,

(b) Elimination of delays,

(c) Ensuring speedier dispensation of justice and redressal of grievances,

(d) Transparency and equity with respect to all of Government’s actions.

(e) Sharp up-gradation of the efficiency, effectiveness and responsiveness of all Governmental activities.

(f) Improving delivery capability at all levels.

(g) Establish e-governance system in all areas of administration.

(h) Improve performance levels in all PSU’s including exploring necessity and possibility of disinvestment.



6. Prepare a Citizen’s Charter detailing entitlements of the people of the State.



7. Any other matter connected, relevant and incidental to the objectives of establishing the Commission.



IV. The Commission is empowered to call for assistance and information and examine documents from all the Government Departments wherever considered necessary.



V. The term of the Commission shall be two years. The Commission will be assisted by a Secretary and necessary staff.

WHEREAS generating and assigning Unique Identification Numbers for the entire resident population of the country is considered important for improving delivery of development and welfare schemes and also providing financial resources through banking and security perspective.

And whereas, with the above objective in mind, Unique Identification Authority of India (UIDAI) has been notified by Government of India under the aegis of the Planning Commission.

And whereas directives have been received from the Government of India to identify a Nodal Department to deal on the subject and also to appoint Nodal Officer as State UID Commissioner in the State.

Now therefore, the State Government is pleased to declare Food & Civil Supplies Department as Nodal Department. Further the State Government is also pleased to appoint Special Secretary Food & Civil Supplies Department as Nodal Officer to coordinate activities related to Unique Identification Authority of India (UIDAI).

UGC Issues Advisory on Distance Education by Private Universities

Srinagar, June 21(NAK): University Grants Commission, apex body of Government of India regulating Universities has issued advisory for Parents and Students on Distance Education by Private Universities. UGC has issued this advisory through a Notice available on UGC Website and can be directly viewed though the link http://www.ugc.ac.in/notices/publicnoticeprivateunivrisites.pdf.

The Notice informs that It has come to the notice of the University Grants Commission that some of the State Private Universities have affiliated colleges and started off-campus centre(s) beyond the territorial jurisdiction of their State in violation of the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003 and against the judgment in case of Prof. Yash Pal & Others vs. State of Chhatisgarh & Others. Some of these universities are running these Centres on franchising basis also which is not allowed. It is for the information of the public at large and the student community in particular that as per the information available with the UGC as on date, there are 39 private universities established by the Acts of the Legislatures of different States. Some of the universities that are mentioned in said list of 39 Universities include Sikkim- Manipal University of Health, Medical & Technological Sciences,
Gangtok-737 101.

UGC through the said notice has also informed that private universities cannot affiliate an institution/college. They cannot establish off campus centre(s) beyond the territorial jurisdiction of the concerned State. However, they can establish off-campus centre(s) within the concerned State after their existence of five years and with the prior approval of the University Grants Commission. So far, UGC has not approved any off campus centre(s) of any Private University.

The fate of Thousands of Students who have enrolled themselves in courses run by Study centers of Sikkim Manipal University, Global Open University, ICFAI and other private University now hangs in doldrums as by virtue of this notice the above mentioned universities cannot have any study centers beyond their concerned states so all their Study Centers in state of Jammu & Kashmir automatically become illegal. It is important mention that these universities are having several centers imparting Higher Education in field of IT and Management in every nook and corner of state and some centers are admitting students to courses like M.Phil and Ph.D without much needed infrastructure.

UGC has further advised students and Parents to go through the website www.ugc.ac.incarefully before taking admission in any of the above State Private Universities and report the matter to Secretary, UGC on finding any violation of the above provisions.

SIKKIM'S FIRST MARWARI FILM COMPLETES SHOOTING

Sikkim’s first ever Marwari film completed in record time

Gangtok, June 21 (IANS) The makers of “Khoto Sikko”, the first Marwari film to be made here highlighting the lives of the migrant Marwari community living in the state for generations, have made a record by completing the film in a record 20 days’ time.
According to director Rakesh Somani, the film went on the floors May 20 and was wrapped up June 10. It is scheduled for September release.

“Hundred percent of the shooting is over. It was shot at various locations in the state and the last leg of the shooting was done in West Bengal and Nepal. Shooting the film was an incredible experience since we were set to break the record,” Somani told reporters here at a press conference Sunday.

Talking about the story, B.P. Bajhgai, Assistant Director of the film, said: “We have provided an excellent story and many people will identify with it. The language, which we have used in the film, is the common form of Marwari which everyone understands. We have maintained a certain standard while making the film and we are sure it will be appreciated. The story is so engrossing that audiences will have a great time.”

Marwari boy Raunak Somani from Gangtok plays the male lead and Sonia Seth, who is from Namchi in South Sikkim, is paired opposite him in the movie.

“We enjoyed ourselves while shooting for the film. For many, the language was new but we were comfortable throughout. With this film, we want to make a name for ourselves”, said Sonia.

Raunak said: “The family atmosphere in the film was not created, it happened automatically on the sets. The energy level has been phenomenal and we were always encouraged… even when the going got tough, someone amongst the seniors rejuvenated us.”

SILIGURI-GANGTOK RAILWAY WORK TO START SOON

Siliguri-Sikkim broad gauge railway survey

GANGTOK, 18 JUNE: The North East Frontier Railway has begun a survey for broad gauge railway project between Siliguri and Gangtok. According to Mr Bimal Samanta, chief survey officer, NF Railway, a broad gauge railway line would be laid up to Gangtok following submission of the survey report.

The survey team is now busy at Kalijhora near the Teesta in West Bengal. The report of the first phase of the on going survey would be submitted to the Railway Board along with technical designs by the end of November.

The New Jalpaiguri Division of NF railway would start executing the project from December 2009.

According to Mr Samanta, the line would be laid up to Rangpo (Sikkim-West Bengal border) in the initial phase, while the railway line would reach Ranipool near Gangtok at later stages.

It was also learnt that at least 14 tunnels would come in between Rangpo and Siliguri along NH 31A. The Rangpo-Ranipool stretch would have another 10 tunnels in the much awaited railway project in the Himalayan state. When asked about the structural designs and feasibility, Mr Samanta added that the railway project would be based on the study of the hilly railway system of Switzerland.

ALTERNATIVE HIGHWAY WORK TO BEGIN SOON

Gangtok , June 20 The construction of an alternative highway in land-locked Sikkim is expected to begin within the next six months, the state government said today.

Union Minister for Road, Transport and Highways Kamal Nath directed his officials yesterday to expeditiously start the ground work for construction of the alternative highway within the next six months, an official release said here.

The directive was issued after Chief Minister Pawan Kumar Chamling urged Nath during a meeting in New Delhi to implement the sanctioned works for double laning of NH-31A and construction of the alternative highway.

The alternative highway will help ease the Himalayan state&aposs dependence on the existing lone highway
