Report on reforms in the State’s administration presented to CM



GANGTOK, July 20: The Chairman of the State Administrative Reforms Commission, K. Sreedhar Rao today presented his report on reforms in the State’s administration to Chief Minister Pawan Chamling at here Mintokgang.

The Political Advisor to Chief Minister Hissey Lachungpa, Chief Secretary TT Dorji, Principal Secretary to the Chief Minister, Principal Secretary DOP, Secretary LRD and Secretary Animal Husbandry were also present on the occasion.

While briefing the Chief Minister on the recommendation of the SARC, Rao accompanied by SARC Member Secretary Rinzing Chewang Bhutia highlighted that the Commission has recommended a number of measures which will enable the State to discharge its responsibilities and deliver the services to the people with much greater speed and in a citizen-friendly manner. The ideas, he said include inter alia greater delegation of powers, pointed attention with respect to training and upgradation of skills at all levels, the establishment of School of Governance and most importantly employment of information and communication technology solutions to all transactions conducted by and in the government. The Chairman highlighted that the drafting of citizen’s charter with respect to those departments that deal directly with the general public is of considerable importance.

The recommendations also relate to reforms in the public sector, district administration, the public works department as well as the police machinery.
Responding to the points made by the Chairman, the Chief Minister indicated that the most important issue that needs to be dealt with is implementation of the recommendation, for which the Commission itself has suggested that a Committee under the Chairmanship of Chief Secretary must be constituted.

The Chief Minister conveyed his gratitude to the Chairman and the Member Secretary for completing their mandate well in advance of the time limit laid down by the Government.

SARC was constituted in June 2009 by the State Government in realization of the urgent need to upgrade standards of administration in order to enable the State to achieve the vision articulated by the Chief Minister.

SARC was mandated to study the present processes, procedures and practices, and the state of preparedness of the administrative machinery to meet the challenges of today and tomorrow as also development objectives that are required to be achieved. The Commission was mandated to make comprehensive recommendations for all round upgradation of the efficiency, effectiveness and responsiveness of the system of Governance in the State.
